Abstract [sv]
Introduktion – Detta examensarbete inom byggnadsteknik på Jönköpings Tekniska
Högskola, i samarbete med Tengbom Gruppen AB, undersöker hur Boverkets nya
byggregler påverkar genomförbarheten av adaptivt återbruk och open building-
konceptet samt hur kundmedverkan i open building-projekt kan bidra till ett mer
materialeffektivt och hållbart slutresultat. Målet med rapporten är att bidra med
kunskaper om hur de nya byggreglerna och alternativa byggnadskoncept kan påverka
flexibilitet och minskat materialsvinn.
Metod – Undersökningen genomförs som en kvalitativ flerfallsstudie baserad på
litteraturöversikt, semistrukturerade intervjuer och dokumentstudie. Intervjuer utförs
med arkitekter, byggnadsingenjörer och kommunala tjänstepersoner för att fånga både
konsult- och myndighetsperspektiv, medan dokumentstudien fokuserar på Boverkets
nya byggregler. Det insamlade materialet analyseras genom tematisk analys som
identifierar återkommande teman i empirin. Studiens trovärdighet säkerställs genom
metodtriangulering, systematisk datainsamling samt ett varierat urval av respondenter.
Resultat – Boverkets nya byggregler baseras på funktionskrav. Intervjuerna visar att
den största skillnaden är att de allmänna råden försvinner, vilket skapar större frihet till
alternativa lösningar som främjar adaptivt återbruk och open building.
Dokumentstudien bekräftar lättnader i bland annat rumshöjd och dagsljuskrav, samt
boendefunktioner istället för tidigare detaljerade rumsindelningskrav. Respondenterna
har begränsad erfarenhet av de nya byggreglerna vilket skapar osäkerhet i hur de ska
tolkas och tillämpas i praktiken för att uppfylla krav. Respondenterna lyfter att kundens
medverkan kan påverka hållbarheten och minska materialsvinn i open building-projekt.
Analys – Analysen av resultatet klargör att projektering enligt Boverkets nya
byggregler skapar ökade möjligheter för flexibilitet och alternativa byggnadskoncept i
teorin såsom adaptivt återbruk och open building. Den nya funktionsbaserade
kravställningen underlättar för alternativa lösningar vilket förväntas gynna
byggsektorns arbete mot en hållbarare bransch. Vidare visar analysen att
kundmedverkan i open building-projekt har potential att minska materialsvinn. Detta
genom att säkerställa att kunder får utforma infill-systemen i bostadsenheten på egen
hand och därför förhindra att brukbart material slängs efter ombyggnation.
Diskussion – Införandet av de nya byggreglerna ökar möjligheterna till adaptivt
återbruk och open building genom ökad utformningsflexibilitet, men potentialen för att
uppnå detta begränsas till branschens kunskap, tydligare verifiering av funktionskrav
och acceptans för användning av nya arbetssätt. Kundens medverkan kan minska
materialsvinn genom tidiga personliga anpassningar, men kräver stöd och kunskap för
att säkerställa att funktionskrav och hållbarhet uppnås.

Abstract [en]
Introduction – This thesis in building engineering at Jönköping University, in
collaboration with Tengbom Gruppen AB, examines how the Swedish National Board
of Housing, building and planning’s (Boverket) new building regulations affect the
feasibility of adaptive reuse and the open building-concept. Furthermore, it explores
how customer engagement in open building-projects can increase material efficiency
and sustainability. The aim of the thesis is to contribute relevant findings about the new
regulations and alternative building concept’s ability to affect flexibility and reduced
material use.
Method – The thesis is conducted as a qualitative multi-case study based on literature
review, semi-structured interviews and document analysis. Interviews were held with
architects, civil engineers and municipal civil servants to secure both the consultant-
and public authority perspective, while the document analysis addresses the new
regulations. The findings are analysed by using thematic analysis which identifies
recurring themes throughout the empirical data. To ensure credibility, the study uses
method triangulation, systematic data accumulation and a diverse respondent group.
Results – Boverket’s new building regulations are based on functional requirements.
Interviews show that the most significant difference is the removal of general provisions
from the new regulations, which create greater opportunities for alternative solutions
that encourages adaptive reuse and open building. The document analysis confirms
eased requirements regarding ceiling height and daylight, as well as a focus shift
towards building functions instead of the previously detailed, room-based plan layout
regulations. However, the industry has limited experience of the new building
regulations which create uncertainty regarding how they should be implemented in
practice. Respondents describes that customer engagement could affect the
sustainability and reduce material waste in open building-projects.
Analysis – The analysis of the result clarifies that design and planning according to
Boverket’s new building regulations theoretically increases opportunities for flexible
and alternative building concepts, such as adaptive reuse and open building. The new
regulations based on functional requirements are expected to support the transition
toward a more sustainable building industry. Furthermore, the analysis indicates that
customer engagement has the potential to reduce material waste. This is achieved by
allowing customers to design the infill systems within the housing unit themselves and
thereby prevent usable material from being wasted after reconstruction.
Discussion – The introduction of the new building regulations increases the opportunity
for adaptive reuse and open building through increased design flexibility, however, the
potential to achieve this is limited by the industry’s knowledge, clearer verification of
functional requirements, and the acceptance of using new working methods. The
customers’ engagement can reduce material waste through early personal
customizations, but they require support and knowledge to ensure that functional
requirements and sustainability are achieved.
