Accuracy of cost estimates in the civil engineering industry (English)
Abstract [en]

 Introduction – Cost estimates in early stages of infrastructure projects are crucial for

the projects financial outcomes but are characterized by uncertainties such as ground

conditions. Cost deviations are common and are often due to insufficient data and

uncertain assumptions. The aim of the study is to examine how well estimated ground

costs correspond to actual costs. The study also aims to identify factors that affect the

accuracy of the cost estimate. Furthermore, the study aims to propose how the cost

estimation process can be developed to increase precision.

Method – The study is based on a combination of quantitative and qualitative methods.

A document study was conducted where estimated and actual costs from five

infrastructure projects were compared. In addition to these 5 semi-structured interviews

were conducted with professionals working in estimation and production. A thematic

analysis was used for the interview material to identify patterns and enable a

comprehensive analysis.

Results – The study shows that deviations occur in all studied projects, both positive

and negative. Cost items such as material and working hours shows the greatest

variation. Ground conditions are identified as the most significant uncertainty factor

where rock, clay and groundwater levels are difficult to predict in early stages. The

interviews show that estimates are often based on experience-based judgments and

incomplete data.

Analysis – The analysis shows that the accuracy of the estimate varies depending on

the specific conditions of the project. Deviations arise through a combination of

technical uncertainties and external factors rather than a single cause. Insufficient

geotechnical investigations and incomplete tender documents can contribute to

misjudgments. This implies a strong dependence on experience-based assessments and

can vary between individuals, which affects the outcome.

Discussion – The results confirm previous research that cost deviations are a recurring

problem in infrastructure projects. The study shows that the deviations vary between

projects and are largely affected by uncertainties related to ground conditions as well

as limited data in early stages. It also reveals a clear difference between theoretical

models and practical estimation work. To improve estimation accuracy, better data in

early stages, more systematic risk management and increased experience feedback are

required. Digital tools can contribute to improvements but cannot fully manage

uncertainties related to ground conditions.

 Sammanfattning

Introduktion – Kostnadskalkyler i tidiga skeden av anläggningsprojekt är avgörande

för projektens ekonomiska utfall men präglas av osäkerheter såsom markförhållanden.

Kostnadsavvikelser är vanligt förekommande och ofta beror på bristfälliga underlag

och osäkra antaganden. Syftet med studien är att undersöka hur väl kalkylerade

markkostnader överensstämmer med faktiska kostnader. Studien syftar till att

identifiera faktorer som påverkar kalkylens träffsäkerhet. Vidare syftar studien till att

föreslå hur kalkylprocessen kan utvecklas för att öka precisionen.

Metod – Studien bygger på en kombination av kvantitativ och kvalitativ metod. En

dokumentstudie genomfördes där kalkylerade och faktiska kostnader från fem

anläggningsprojekt jämfördes. Utöver detta genomfördes 5 semistrukturerade

intervjuer med yrkesverksamma inom kalkyl och produktion. En tematisk analys

användes för intervjumaterialet för att identifiera mönster och möjliggöra en

helhetsanalys.

Resultat – Studien visar att avvikelser förekommer i samtliga studerade projekt, både

positiva och negativa. Kostnadsposter som material och arbetstimmar uppvisar störst

variation. Markförhållanden identifieras som den mest betydande osäkerhetsfaktorn där

berg, lera och grundvattennivåer är svåra att förutse i tidiga skeden. Intervjuerna visar

att kalkyler ofta baseras på erfarenhetsbedömningar och ofullständiga underlag.

Analys – Analysen visar att kalkylens träffsäkerhet varierar beroende på projektets

specifika förutsättningar. Avvikelser uppstår genom en kombination av tekniska

osäkerheter och externa faktorer snarare än en enskild orsak. Bristfälliga geotekniska

undersökningar och ofullständiga förfrågningsunderlag kan bidra till felbedömningar.

Detta innebär stort beroende av erfarenhetsbaserade bedömningar och kan variera

mellan individer, vilket påverkar utfallet.

Diskussion – Resultaten bekräftar tidigare forskning om att kostnadsavvikelser är ett

återkommande problem inom anläggningsprojekt. Studien visar att avvikelserna

varierar mellan projekt och i stor utsträckning påverkas av osäkerheter kopplade till

markförhållanden samt begränsat underlag i tidiga skeden. Det framkommer även en

tydlig skillnad mellan teoretiska modeller och praktiskt kalkylarbete. För att förbättra

kalkylens precision krävs bättre underlag i tidiga skeden, mer systematisk riskhantering

samt ökad erfarenhetsåterföring. Digitala verktyg kan bidra till förbättring men kan inte

fullt ut hantera osäkerheter kopplade till markförhållanden.
