    Abstract [en]

    In recent years, policy makers have given much credence to the role of entrepreneurship in the transformation of regions. As a result, a new set of policy responses have emerged that focus on the support of new venture creation, small business growth and idea generation and commercialization.

    While there is a wealth of research about entrepreneurship in general, less attention has been given to the development of new tools and programs in support of entrepreneurial activities, and to the ways in which the emergence, the character and the types of entrepreneurship policies might differ between countries. In particular, the transatlantic perspective is of special interest because of the pioneering role of the United States in this area, and also due to the European Union's focus on economic competitiveness.

    The contributions included in this book explore the emergence of entrepreneurship policies from a transatlantic comparative perspective and address different aspects of entrepreneurship policies including local entrepreneurship policies and the relationship between knowledge-based industries and entrepreneurship policies.

    Abstract [en]

    In the last four decades the developed economies have developed into veritable knowledge economies at the same time as more and more economies have entered the road to economic development. Typical for the developments during this time has been substantially increased investments in research and development (R&D) to generate new knowledge and new technologies and increased investments in diffusing existing knowledge by means of education and thereby raising the volume of human capital.

    However, many member states and regions within the EU are struggling with their economic development. This book explores the uneven patterns of development within the EU, discusses the relative effect of investments on innovation and productivity growth and looks at the mechanisms involved in economic development and policy.

    Abstract [en]

    This paper analyses the performance of manufacturing industries in the leading industrialdistrict in Sweden, known as the Gnosjo region during the period 1980 to 1993. In particular, it focuseson a set of 22 industries at the finest level of industrial c1assification that accounts for than 75per cent of manufacturing employment in the Gnosjo region. These 22 industries that during the actualperiod is declining in the rest of Sweden grow substantially in relative terms and in some casesalso in absolute terms in the Gnosjo region measured in terms of employment. A life cycle approachis used to explain the possible driving forces behind the actual spatio-temporal pattems. Inparticular the role of productivity, labour costs and profitability is high-lighted. It tums out that inparticular a higher profitability than for the average regions seems to be important for explainingthe comparatively good performance of the 22 industries in the Gnosjo region.

    Intra-triad Knowledge Flows2013Report (Other academic)
    Abstract [en]

    In this paper we point out a gap in the EU 2020 strategy to deliver growth that is smart, through more effective investments in education, research and innovation. The gap in the strategy is that in addition to investing in its own R&D, the EU must take advantage of knowledge created in the rest of the world. Even if EU is a major generator of new knowledge and will become even more so when the strategy is implemented, more new knowledge is (and will be) generated outside than inside the EU. New knowledge developed in other parts of the world are not flowing immediately, automatically and without costs to the relevant actors within the EU. It is critical for the EU to develop efficient channels for the imports of knowledge from other parts of the world. We analyze EU’s capacity to absorb knowledge created in the other Triad nations (United States and Japan) through the following channels for international knowledge flows: academic knowledge channels, patents as a knowledge channel, technology trade, strategic R&D cooperation, trade networks, foreign direct investments, and high-skilled migration. The indicators show that there are certain types of knowledge channels that Europe must try to use much more extensively in order to become a leading knowledge economy.

    Abstract [en]

    In this paper, we review and comment upon the development of the literature on diversity, innovation, and entrepreneurship. In an overview of previous studies and various strands of literatures, we outline and argue that to better understand the intricate dynamic relationships between diversity, innovation, entrepreneurship, and regional development there is a strong need to further develop "the economics of spatial diversity." We further argue that this development may benefit from combining various literatures based upon sound economic micro-foundations, to develop a more absolute understanding of diversity and fulfill the need of more clear mechanisms for future empirical testing. Obviously, this is important both from a research point of view and in order to provide policymakers with a powerful set of analytical tools. We call for more analytical work and more high-quality empirical studies. With a set of papers, we believe this special issue to provide a contribution in this direction.

    Abstract [en]

    Lately, the concept of regional resilience has drawn some attention in academic and policies circles. In a macroeconomic perspective, resilience is essentially conceived through recovery from recession (industrial redeployment, path dependency) or external shock (economic crisis). In this chapter, we will adopt a mix approach of resilience associating economic geography with labour capital. We define the notion of regional resilience through labour characteristics (regional net employment, job accessibility defined as commuting surplus/deficit, employment resilience and labour dynamics) of the six most innovative Swedish regions (NUTS 3 level). We observed those regions under a 10 years period between 2004 and 2014. Our descriptive approach shows the relevance to consider regional resilience from the institutions of the job market in regard of business cycle, i.e. in line with regions’ abilities to adapt to continuous changes over time.

    The economic crisis has had severe and negative impacts on the EU over the last decade. This book focuses on a neglected dimension by examining European political entrepreneurship in times of economic crisis with particular emphasis on EU member-states, institutions and policies. The main focus is on the role that the political entrepreneur can play in promoting entrepreneurship and growth. It is argued that the political entrepreneur and political entrepreneurship can positively influence the conditions for entrepreneurial activity and business.

    Abstract [en]

    The authors discuss the controversial area of industrial policy which, after the 2008 crisis, faced the reaction that markets do not always perform optimally for society, generating a demand for new policy models. The chapter shows how the views on industrial policy have changed from a long-term perspective, with a special focus on the post-war period up to the current post-industrial society. The authors argue that industrial policies should be placed at the regional level and that small- and medium-sized regions need different policies than do large urban regions. In addition, this chapter briefly evaluates the EU’s current approach to industrial policy – the so-called smart specialisation – and sheds light on the problems related to this policy initiative.
