    De senaste 20 åren har mycket hänt som har kommit att påverka högskolebibliotekens pedagogiska förhållningssätt i grunden. Dessa intensiva decennier har inkluderat internets intåg, övergång till digitala publiceringsformer, Googles etablering som sökmotor samt utvecklingen av en rad kraftfulla verktyg för informationssökning. Det har fått till följd att en instruktionsbaserad undervisning av ett fåtal tillgängliga källor har ersatts av en kontextstyrd metodundervisning där reflektion och kritisk värdering har blivit mer centralt än demonstration av sökteknik och enstaka källor. Förändringen har även inneburit ett skifte av fokus från bibliotekarien som kunskapsspridare till studenten som informationsinhämtare tillika ansvarig för sitt eget livslånga lärande.

    Abstract [sv]

    Studiebesöken visade tjänster och funktioner från två olika perspektiv; det nationellt övergripande och arbetet i den lokala verksamheten.

    De nationellt övergripande tjänsterna och funktionerna visades genom tre besök på institutioner med nationellt ansvar: National Institue of Informatics (NII), National Diet Library (nationalbiblioteket, NDL) och National Instititute of Multimedia Education (NIME). Det finns ett stort värde i att nationellt kraftsamla resurser och kompetenser. Besöken visar att institutioner som får ett uttalat nationellt ansvar inom sitt ansvarsområde ges möjligheter att utveckla tjänster och funktioner som inget enskilt bibliotek har möjlighet att åstadkomma.

    Några exempel är:

    NII arbetar med forskning och utveckling på nationell nivå inom den vetenskapliga informationsförsörjningen både vad det gäller service och tjänster och kommunikationsinfrastruktur.

    NDL har fått ett nationellt uppdrag att lösa problemet med digitalt bevarande. Uppdraget tas på mycket stort allvar och ett omfattande arbete med kartläggning och planering av hur frågan skall hanteras är under arbete.

    NIME har det nationella ansvaret att upprätthålla en hög kompetens och har omfattande resurser för utbildning och forskning inom medieområdet.

    Besöken i de lokala biblioteken har visat på flera prioriterade områden och ett par exempel är:

    Digitalisering av olika delar av samlingarna ses som angeläget och arbetet har också kommit långt på flera håll, framför allt när det gäller att öka tillgängligheten av äldre kulturskatter. Efterfrågan och användning av det digitaliserade materialet är mycket stor, inte minst från användare från andra länder.

    När det gäller frågor av organisatorisk karaktär har besöken genomgående visat på en förhållandevis hög grad av outsourcing av vissa tjänster. Detta ses som ett sätt att dels kunna hålla och utveckla en högre kompetens på de som faktiskt är anställda och dels ett sätt att kunna vara mer flexibel med möjlighet att konkurrensutsätta olika funktioner.

    In Sweden there is one consortium for virtual reference for each public and research library. The research libraries’ service Librarian On Duty, which uses VRLplus, is a pedagogical service where the patron gets a personal guidance by a librarian via chat and co-browsing. Librarian On Duty is more of a general resource than a specialist resource. This means that very specialised questions may not be answered directly, but instead be directed to the most suitable librarian. Depending on the patron’s requirements, the librarian on duty can transfer the question to a colleague at the same library or to another library within the consortia. Librarian on Duty is already in use by half of Sweden’s research libraries.

    The corresponding service for the public libraries, Ask the Library, is a virtual reference service with many years of experience, the e-mail service was started already in 1998, now consists of 36 libraries that answer e-mail questions and 14 of those libraries also taking part in a chat service. To make a whole new collaboration between and within the consortia possible, the public libraries will change systems to VRLplus, i.e. the same system that is used by the research libraries.

    By organizing in two consortia, using the same software, there is a possibility for the two library types to develop a whole new model for collaboration. This new model implies that each library has its own local installation to give service to their local users in the first hand. Each library also participates in one of the national consortia where there is a collaboration to give service during evenings and weekends.

    The new possibilities for cooperation means that each library, by using the systems bridge between the consortia, can define new collaborative partners and thus create whole new virtual reference services. These new services may consist of public, school and research libraries within a region, ”Ask Stockholm”. It may also be a subject based cooperation within the research libraries, e.g. ”Ask The Law Librarian”. Other examples may include cooperation between children’s libraries, “Ask The Children’s Librarian”.

    The operators staffing the different services will always get an indication if the question is coming from the local, national or some of the other services that are connected to the operator’s library.

    This means increased possibilities for specialization and development, and whole new collaborative constellations between libraries can emerge, while still maintaining the basic responsibility for the local users.

Each organization participates in the national or international consortias where there is a collaboration to give service around the clock.

    The new possibilities for cooperation mean that each organization, by using the systems bridge between the consortias, can define new collaborative partners on a national or international basis and thus create whole new virtual information services. These new services may consist of university and research organizations and governmental institutions within a region, e.g. ”Ask Scandinavia”, or be built by competence. It may also be a subject-based cooperation within a European Union area, e.g. ”Ask ECDC”. Other examples may include cooperation between different competences and professions, e.g. “Ask EUROPE DIRECT”.

    This means increased possibilities for specialization and development, and whole new collaborative constellations between libraries and other community-based services can emerge while still maintaining the basic responsibility for the local users. This is enabled by a tool that is under constant development.

    The leading ideas to make this a successful service are:

    - Guidance suited to the needs of the questioner

    - Creative reference and information work

    - Competence development for the information professionals

    - Rationalisation of scarce resources

    - Higher quality of information services, both off and on campus
