Abstract [en]

The Swedish Police Authority is regulated by the Police Act, which focuses on maintaining public order, public protection, and safety in society (Polislag SFS 1984:387, 1§). One aspect of the Police Act focuses on the concept ofCreating the Sense of Safety, and how the police communicate about safety. Our society has become increasingly digitalized lately, which translates into how we communicate by using digital technology. Digital media, especially social media, enable the police to get closer to the citizen to maintain or create safety. The Swedish police are using social media in their daily work to inform and communicate with the public on their terms as media content producers and distributors. Today, the Swedish Police Authority has 271 verified digital media accounts on social media like Facebook, Instagram, Twitter, YouTube, as well as 4 podcasts. The purpose of the study is to analyze how the Swedish Police Authority understands and works with digital media platforms to Create the Sense of Safety. This is to increase the understanding on how the police communicate externallyto Create the Sense of Safety in society as a whole. The theoretical framework in this study is based on strategic communication. Another essential concept is safety. Rothstein explains that safety is something we have in our society and reflects on how functional hospitals, schools, the justice system, and the tax system serves the publics' interests and well-being. Safety builds on trust that is maintained through communication. These theoretical frameworks shape this study to interpret how Swedish police employees understand and work with their externalcommunication on digital media platforms. This study builds on 20 semi-structured interviews with police employees at the Swedish Police Authority. The research findings in this study show; why the Swedish police need to use social media; how police employees think about their choice of social media platforms; what social media content they produce and communicate that can Create the Sense of Safety for the public.
