Decisions on children´s family home placement may be taken in two ways, partly on a voluntary basis and partly with the support of coercive legislation. This study aims to examine the voluntary placement and the "gap" that may arise between the two options, when the elements that underpin the decision do not appear to be completely self-evident. The purpose of the study is to investigate which dilemmas can be identified in this "gap". The empirical material used consists of counselling documents, published on the National Board of Health and Welfare's website. Furthermore, it is examined in what way the guidance clarifies or tends to be perceived as vague and which assumptions in that case are given priority by implication. The study consists of a thematic analysis and with inspiration taken from the critical discourse analysis as theory, where a deeper analysis is added in the sense that a linguistic interpretation also is given attention, not only highlighting repeated patterns and phenomena in the texts of the documents. The results of the study show, among other things, that the text-documents to some extent reflects examples of challenges/dilemmas that can be directly or indirectly related to family home placement. On closer analysis of the counselling documents, however, parts are identified where the guidance can be perceived as vague or virtually non-existent. When most of these situations are interpreted in the light of the theoretical approach, an implicit preference for parental rights can be found. The documents show general difficulties in assessing whether an intervention will affect the child's situation. An overall conclusion that can be drawn from the study actually results in a new question. It can be questioned whether counselling documents can, or even should, complement a framework legislation as this is based on and presupposes the professional and competent assessments of the administrator / social worker.

Beslut om familjehemsplacering kan ske på två sätt, dels på frivillig grund, dels med stöd i tvångslagstiftning. Denna studie avser att studera den frivilliga placeringen och det ”glapp” som kan uppstå mellan de två valmöjligheterna, när grunderna till placeringsbeslutet inte framstår som helt självklara. Syftet med studien är att undersöka vilka dilemman som kan identifieras i detta ”glapp”. Det empiriska material som används består av vägledande dokument, publicerade på Socialstyrelsens webbplats. Vidare undersöks på vilket sätt vägledningen förtydligar alternativt tenderar att uppfattas som vag och vilka antaganden som i så fall underförstått ges företräde. Studien utgörs av en tematisk analys och med inspiration hämtad från den kritiska diskursanalysen som teori, tillförs en djupare analys av innebörden i språket och inte enbart i upprepade mönster och företeelser i dokumentens texter. Studiens resultat visar bland annat att vägledningen till viss del återger exempel på utmaningar/dilemman som direkt eller indirekt kan relateras till familjehemsplacering. Vid närmare analys av vägledning identifieras dock delar där vägledningen kan uppfattas vara vag eller saknas helt. När merparten av dessa situationer tolkas i ljuset av den teoretiska ansatsen, kan ett underförstått företräde till föräldrarätten uttydas. I dokumenten framkommer svårigheter överlag att bedöma huruvida ett ingripande kommer att påverka barnets situation. En slutsats som kan dras av studien resulterar i själva verket i en ny frågeställning. Det kan ifrågasättas huruvida vägledande dokument kan, eller ens bör, komplettera en ramlagstiftning då denna bygger på och förutsätter handläggarens/socialsekreterarens professionella och kompetenta bedömningar.
