Efter närmare tjugofem år av nedskärningar står Försvarsmakten inför en period då försvarsbudgeten ska öka. Rapporten inventerar det rådande kunskapsläget och nya forskningsbehov i den nya tillväxtsituation som Försvarsmakten står inför. Rapporten utgör resultatet av ett avskanningsprojekt som syftar till att bidra till att Försvarsmaktens ökade budgetmedel ska ge önskad effekt. Projektet är baserat på en fördjupad litteraturgenomgång och samtal med företrädare för Försvarsmakten.

Projektet har utvecklat ett analytiskt ramverk baserat på begreppen kritiska sektorer och tillväxtfaktorer. Begreppet kritiska sektorer avser en avgränsad verksamhet med prioriterad tillväxt av stridskrafter och funktioner. Med tillväxtfaktorer avses faktorer som hindrar eller främjar tillväxt, t.ex. tillgången på personal och kompetens. Det analytiska ramverket illustreras också med exempel från Försvarsmaktens verksamhet.

Rapporten visar att kunskapsläget om tillväxt i offentliga organisationer är eftersatt. Slutsatsen är att Försvarsmakten bör investera i forskning på området inom ramen för FoT-programmet. Detta för att stärka förutsättningar för den operativa förmågan på längre sikt men också kortsiktigt vid ökad försvarsproduktion. Såväl koncept- som metodutveckling för att hantera de olika tidsperspektiven är angeläget.

After a focus on cost reductions for nearly twenty-five years, the Swedish Armed Forces are now facing a period when the defense budget will increase. The report identifies the current state of knowledge and the need for new research on achieving value for of a higher defense budget. The report presents the results of an in-depth literature review and interviews with representatives from the Armed Forces.

The reports formulates an analytical framework based on the concepts critical sectors and growth factors. Critical sectors refers to defined activities or sectors of the Armed Forces with priority of growth in combat forces and functions. Growth factors refers to factors that either hinder or promote organizational growth, such as the availability of staff and competences. The analytical framework is also illustrated with examples from the Armed Forces.

The study shows that the current state of knowledge about growth in public organizations is limited. It is concluded that the Armed Forces should invest in related research within the FoT-program. Such research should aim at strengthening the conditions for the operational capability in the long run and the conditions for shortterm increases in defense production. Here, both concept and method development to handle the different time perspectives is important.
